With full-time government affairs specialists and the National Artificial Intelligence Association's own registered political action committee (NAIA PAC), we advocate on behalf of our industry members every day. ‍

 

Whether it is legislation being proposed on Capitol Hill, regulatory action in the Administration’s federal agencies, judicial actions, or even bills being proposed in the various State Capitols, NAIA is tracking, informing, and working with our Members so we can ensure important industry input is heard during the decision-making process, not after. ‍

 

Beyond advocacy, we aim to improve business outcomes for all of our members. The following benefits are available to NAIA Members based on membership levels.

Policy Must Accelerate American AI Leadership

• Through a business and technology-forward approach that removes red tape and bureaucratic barriers, policymakers can turbocharge America's innovation capacity and cement U.S. leadership in AI.


• America's private sector must be unencumbered by bureaucratic red tape - AI is far too important to smother in bureaucracy at this early stage.


• Responsible pro-growth AI policy must focus on three critical pillars: accelerating innovation, building American AI infrastructure, and leading in international diplomacy and security.


• Federal policy should expedite data center buildout, modernize permitting processes, remove onerous regulations that hinder AI development, and ensure government contracts support objective, unbiased AI systems free from ideological bias.

KEY POLICY PRIORITIES ALIGNED WITH TRUMP AI ACTION PLAN

Accelerating Innovation


• Remove red tape and onerous Federal regulations that hinder AI development and deployment


• Ensure Federal agencies identify, revise, or repeal regulations that unnecessarily burden AI innovation
• Consider states' AI regulatory climate when making Federal funding decisions, limiting funding where state regulations may hinder effectiveness


• Update Federal procurement guidelines to ensure government only contracts with frontier AI developers who provide objective, unbiased systems


• Encourage open-source and open-weight AI models that have unique value for innovation and academic research


• Establish regulatory sandboxes and AI Centers of Excellence for rapid testing and deployment


• Launch domain-specific efforts in healthcare, energy, and agriculture to accelerate AI adoption standards

Building American AI Infrastructure

• Create streamlined permitting for data centers, semiconductor manufacturing facilities, and energy infrastructure


• Establish new NEPA Categorical Exclusions for data center-related actions and expand FAST-41 process coverage


• Develop a power grid to match the pace of AI innovation, preventing premature decommissioning of power generation resources


• Prioritize interconnection of reliable, dispatchable power sources including natural gas, coal, geothermal, and nuclear


• Continue CHIPS Program focus on strong return on investment for American taxpayers while removing extraneous policy requirements


• Build high-security data centers for military and Intelligence Community usage with technical standards resistant to nation-state attacks


• Train skilled workforce for AI infrastructure including electricians, HVAC technicians, and other high-demand occupations


• Bolster critical infrastructure cybersecurity with AI-enabled defensive tools and secure-by-design AI technologies

Leading in International Diplomacy and Security

• Export American AI through industry-led consortia delivering full-stack AI technology packages to allies and partners


• Counter adversary influence in international governance bodies and advocate for approaches that promote innovation and reflect American values


• Strengthen AI compute export control enforcement with location verification features and enhanced monitoring


• Plug loopholes in existing semiconductor manufacturing export controls on component sub-systems


• Align protection measures globally, encouraging allies to adopt U.S. export controls and not backfill adversary access


• Evaluate frontier AI systems for national security risks in partnership with AI developers


• Invest in biosecurity measures including nucleic acid synthesis screening and customer verification procedures

 

Cross-Cutting Priorities


• American Workers First: Ensure AI infrastructure buildout creates high-paying jobs while AI improvements complement rather than replace American workers


• Free Speech and American Values: Eliminate ideological bias from AI systems and ensure they pursue objective truth rather than social engineering agendas


• Security and Protection: Prevent advanced technologies from being misused or stolen by malicious actors while monitoring for emerging AI risks

In the next US Federal IT Budget, the government is projected to spend over $75 billion in the area of AI. Military spending alone has nearly tripled in the last two years and it is expected to continue to climb. We host regular sessions on government contract business development & grants to help members earn promising work.

DC Fly-In

NAIA organizes Congressional Meetings with Hill staff and elected officials to discuss in-person issues of importance to your company. In addition, we organize bi-annual group fly-ins and networking dinners in Washington. This provides an opportunity to meet and connect with fellow AI leaders while hearing from leading policy influencers.
